Guide to RTI: What is Real Time Information [RTI]?
At its highest level, Real Time Information [RTI] fundamentally changes the method, frequency, and content of information that is passed from employer payroll departments to HMRC. The programme for this change is phased with the main aspect of phase 1 of RTI being the requirement for employers to submit periodic (e.g. weekly/monthly dependent on pay frequency) returns to HMRC of much more information than the current P14/P35s contain at Tax Year End.

Guide to RTI: What is the background to Real Time Information [RTI]?
Prior to RTI, HMRC planned to introduce Centralised Deductions (CD), which would involve moving the responsibility for calculating and deducting tax, National Insurance contributions (NIC) and Student Loan repayments away from employers to the electronic payment system. This was not a popular decision in the world of payroll.
On 27th July 2010, HMRC published a discussion document, “Improving the operation of PAYE”. This covered two proposals: RTI and CD. The discussions that followed uncovered a belief that CD would be a disaster. HMRC produced a consultation document on 3rd December 2010 “Improving the operation of Pay As You Earn (PAYE): Collecting Real Time Information” and RTI was born as an inevitability.
Throughout the RTI seminars we held from November 2011 to March 2012, one or more of the following guest speakers from the HMRC delivered advice and guidance about RTI and how it will affect organisations..
Phil Nilson, FIPP
After starting his Civil Service in 1977 as part of the Department of Health and Social Security, Phil has worked in a variety of jobs within the Department of Social Security, the Contributions Agency, Inland Revenue and now HM Revenue & Customs. Based in Newcastle, Phil currently works in the Real Time Information Team.
A significant part of Phil’s roles has involved informing customers of changes and Phil is now a regular speaker on tax, NICs and other employer responsibilities at many payroll conferences. A Fellow of the CIPP, Phil’s work has earned him several awards over the years: PAY Magazine’s Payroll Civil Servant of the Year for 1999, a Reunion Recognition Award in 2004 and, at PAY magazine’s 2007 awards ceremony, the Strathearn Lifetime Achievement Award. In the last two years, Phil has been in the top three in Payroll World magazine’s ‘Payroll Top 50’, topping the poll in 2009.

Maggie Anderson
Maggie joined the then Inland Revenue in 1988 and began working in Policy in 2001, firstly in Strategic Planning, followed by an extensive period working on Pensions Simplification. Maggie has worked on PAYE improvement since 2006, is a founder member of the RTI Team and currently heads the Stakeholder Engagement Team.
